- Cargo-side: owner access, parcel-shipment structuring, broker-safe freight checks, routing logic.
- Execution logic: practical understanding of loading, discharge, restrictions, documentation, laytime exposure, and follow-through after fixture.

Who Leads the Work
Capt. Tymur Rudov leads commercial work on the brokerage side and handles owner-side, cargo-side, and negotiation-grade branches.

Local Representation in the Russian Federation
Alexander Chernev acts as Montline’s local field representative in the Russian Federation, opening first contact, handling face-to-face introductions, and transferring workable routes into Tymur’s follow-up loop.
Current travel window: Alexander is available for meetings in Saint Petersburg from 30 March to 2 April 2026 by prior arrangement.
Meeting Logic
For a first meeting, we do not need a perfect cargo stem or an open vessel on the table. What matters is whether there is a real operational fit:
- owners and operators who value an additional market route or cargo access layer;
- exporters and logistics teams who may benefit from a reserve freight brokerage channel for parcel cargoes or short-sea business;
- commercial people who prefer practical market talk over decorative networking.
